CREATION AND PRACTICAL IMPLEMENTATION OF AN AUTOMATED SYSTEM FOR REGISTRATION AND VERIFICATION OF UKRAINIAN SEAFARERS’ DOCUMENTS

Abstract

The article presents information on the applied solution of the task of development and evolutionary practical implementation of the Automated System for Registration and Verification of Ukrainian Seafarers’ Documents in last years in accordance with the STCW Convention requirements with using of modern innovative technologies and technical solutions. The requirements for software and hardware and technical security that were fulfilled when creating a State Register of Ukrainian Seafarers’ Documents and its structure are submitted. The implementation of this Register makes it possible to input data on seafarers’ qualification documents in a national database, as well as to provide information promptly to all interested parties and Maritime administrations of other countries, and to shipping companies that send inquiries related to the possibility of Ukrainian seafarers working on foreign ships. The practical result of the successive implementation of automated systems of the Seafarers’ Documents Register is the fulfillment of international requirements that all conditions for the unhindered employment of Ukrainian seafarers on foreign shipowners ships around the world are created.
