USE QUEUING THEORY TO EVALUATE THE EFFECTIVENESS OF NATIONAL MARITIME SEARCH AND RESCUE SYSTEM

Abstract

The article describes the goal of creating a Ukrainian state marine search and rescue center (SMRCC), disclosed the main task of the center. It is shown that the efficiency of the national search and rescue system of Ukraine to the rescue at sea are determined by different methods and techniques: increasing hierarchy; system performance while reducing the operative time for Search and Rescue (SAR) to less than the period of survival of the people; minimize the distance from the home of rescue vessels to the site of AP and evacuation saved to the nearest shelter; application management group search for competent coordinators and operators; maneuvering by the courts and the choice of the search warrant operation SAR. One of the important criteria for the effectiveness of the search and rescue is the efficiency of its services, namely the timely transmission and reception of messages to coordinate search and rescue. In case of emergency (disasters) by ship service for all incoming requests for search and rescue carries SMRCC. Spend an opportunity to assess the effectiveness of the functioning (working) SMRCC as a separate service channel using queuing theory. The mathematical apparatus of queuing theory to evaluate the effectiveness of the service system of a given stream of applications, depending on the characteristics of the flow of requests, the number of service channels, channel capacity and service disciplines. Evaluating the effectiveness of the functioning (working) the system as a result of its services reviewed a number of examples using queuing theory.
